So why introduce a smoking ban?

The evidence doesn't support the health argument:

Taken as a whole, the epidemiology does not support the claim that ETS causes lung cancer
in non-smokers.

It can only be because they don't like smokers then?

It was never about the health of non smokers, rather about denormalistion with the sole intent of inciting fear & hatred among non smokers and guilt among smokers. This required a conspiracy to deliberately lie and mislead, which as far as I can gather is the default position for the Tobacco Control Industry.
