There is no "will of the people"


This is true:
The point of democracy is not to discover and implement the so-called “will of the people,” for no such thing exists (as proven, among others, by Kenneth Arrow – who was no libertarian or classical liberal). Instead, the point of democracy is to give each individual a say in making collective decisions.

OK.

And one of the biggest collective decisions is which decisions are to be made collectively (and whether nationally, regionally or locally) and which decisions are to be made individually (or as a household, business or other non-government organisation).

I lean more to Popper's view that the point of democracy is to enable us to get rid of Governments without bloodshed.
