They were trying to influence peoples' voting intentions. To target this, you have to work out what will alter opinions in each of the groups that your advert will reach, then target different adverts to them.<br /><br />That takes time, work and research, and most importantly money to do at all, never mind to do it well.<br /><br />Vote leave were, compared to the Remainers, absolutely skint and were in any case up against the might of the Government and the spin doctors who knew their way around the political campaigning system, and how best to skip by on just the right side of the law on funding.<br /><br />Ergo churning out broad-brush propaganda and letting the Project Fear shoot its self in the foot was probably the correct way to do things.
