And one of the biggest collective decisions is which decisions are to be made collectively (and whether nationally, regionally or locally) and which decisions are to be made individually (or as a household, business or other non-government organisation).

I lean more to Popper's view that the point of democracy is to enable us to get rid of Governments without bloodshed.
