"The statistics for poverty, driven by high costs and diminished opportunities, are shocking. California suffers the highest poverty rate, adjusted for costs, of any state in the country, according to the U.S. Census. A recent United Way study found that close to one in three families in the state are barely able to pay their bills. Fully one in three welfare recipients in the nation live in the California, although it is home to barely 12 percent of the country’s population. Today eight million Californians live in poverty, including two million children, by far the most of any state...This is a state dominated by the progressive left. Yet by any measure it's doing worse that places like Texas and Tennessee run by folk those progressives consider to be dumb racist hicks . Having all the right pronouns doesn't get anyone a better job, a decent education or a house they can afford.
...Hispanics and African Americans do worse in California than almost anywhere else in the country. Based on cost-of-living estimates from the Census Bureau, 28 percent of African Americans in the state live in poverty, compared with 22 percent nationally. Fully one-third of Latinos, now the state’s largest ethnic group, live in poverty, compared with 21 percent outside the state. Over half of all Latino households can barely pay their bills, according to a United Way study—a figure which rises to 80 percent for undocumented Latinos. “For Latinos,” notes long-time political consultant Mike Madrid, “the California Dream is becoming an unattainable fantasy."

But consider this - the 'progressive left' knows that, if it ever did solve the problems of the disadvantaged, they could no longer rely on their votes, so there is an incentive to keep them disadvantaged to keep their votes.
Indeed the exact opposite of Margaret Thatcher's approach, where she set out to draw the 'underclass' upwards via 'right to buy' etc., in order to convert them into Tory voters. Gerrymandering perhaps, but a more positive approach to it.
