Westminster and the homeless - how UK Uncut are completely wrong and misleading

****

The latest UK Uncut fib relates to Westminster Council's proposals to "fine the homeless":

Westminster city council, the richest and most powerful council in the UK, is proposing a new bye-law to ban rough sleeping and “soup runs” in the Victoria area of London. The proposed new bye-law will make it an offence punishable by a fine to “sleep or lie down”, “deposit materials used as bedding” and to “give out, or permit another to give out, food for free”.

Clearly this is the work of Evil Tories as they crush the poor and vulnerable? How very dare they!

But when you look briefly into the matter it doesn't quite seem that way at all:

Westminster Council wants to pass a byelaw to stop rough sleeping and soup runs on Westminster Cathedral piazza and the surrounding area.

Westminster Council announced yesterday it has launched a consultation on the proposals with residents, businesses, local day centres and hostels and the voluntary sector.

If it gets a positive response from this, it will ask the Communities and Local Government department to pass a byelaw. It wants this in place by October.

Westminster Council estimates up to 100 people at a time congregate around the piazza while food is being given out and said people travel into the area to receive food hand-outs. The council has said vulnerable adults will be asked to leave the area before being subjected to any enforcement.

So why is the Council doing this? Here's a representative of homeless charity St Mungo's on the subject:

‘While we recognize the compassion involved in providing food to vulnerable people, those in distress and rough sleeping need services that will support them off the streets for good and give them the opportunity for longer term better housing, health and work as they move on with their lives.’

And, for good measure the Chief Executive of another homeless charity, Thames Reach:

‘Street handouts do little to help people make the step away from rough sleeping. Instead they frequently prevent people from facing up to the reality of the harmful lifestyle they have adopted.

‘The Westminster Cathedral piazza and surrounding area has been the focus for soup run activity and rough sleeping for many years and this has inevitably had a detrimental impact on the lives of people living and working in the immediate vicinity.’

So it seems that, in truth Westminster are working alongside homeless charities to try and deliver better support to rough sleepers!

So UK Uncut lied?

A climate scientist comments....

A real climate scientist remarks on Climategate:

The response to climategate (of which hide the decline is the slogan) of the climate scientists and the broader climate establishment has been to say to the public "not to worry, the science is still sound, nothing has changed." No one is standing up to acknowledge the problems and talk about addressing them so that this kind of thing does not happen in the future. Restoring trust would have been easier a year ago than it is now.

This is a reminder - even to those of us who are inclined to accept the argument for AGW - of the huge damage done to science and to the climate change case by the arrogance of those responsible for "Climategate" and those who covered up after the deception, lies and fiddles were revealed.

"Punishing the poor..." - exposing another left-wing lie about Conservatives

One of the rules of left-wing commentary has been to develop an uncontested mythology about the right - and more importantly about people who are not left wing. I say uncontested since when the mythology is contested any discussion descends very rapidly into unsubstantiated - even nasty - ad hominum attacks on the person contesting. Most commonly through the fallacy of 'guilt through association'.

Typical of these myths are the following:

"Tories don't care"
...and "Tories want to punish the poor"*

Here's a pretty typical example from Bob Holman (who is, I think, an official progressive saint) in an article about Iain Duncan Smith filled with crocodile tears:

The IDS I knew was a politician who almost wept at the plight of the poor. My guess is that, in order to reach his costly goal of a universal credit scheme, he has had to mollify the chancellor, George Osborne – and that can only be done by being like those Tories who take pleasure in punishing the poor.

The last sentence is a statement of the myth. I was brought up in the Conservative Party - my grandfathers were both Councillors, my father was a Councillor and mother, aunts and grandmas were all actively involved. I undoubtedly know more about "Tories" and what they take pleasure in than all the Guardian columnists and left-wing "community workers" put together.

And I can say categorically that from among the hundreds of Conservatives I have known well - from every background and at every level - I cannot recall a single one who took "pleasure in punishing the poor". Not one.

Rather the opposite - my experience is of good people who really care. Care enough to volunteer their time, expertise and cash to help others. People who would go out of their way to assist if they could. People who had a genuine sense that helping others is a duty placed on us all. Without those "uncaring Tories", meals-on-wheels wouldn't have been delivered, charity shops manned, soup kitchens run, community groups' books audited, children taken on trips...any one of a thousand acts of charity would have gone undone.

What the left mean when they say Tories want to "punish the poor" is that we don't 'get' that taking money in taxes and redistributing it in welfare is remotely "caring". It isn't care - it's the nationalisation of that duty we all have to our neighbours. The left have abrogated any responsibility to care to professional carers - social workers, community workers, youth workers and such like. And the result is the mess we're in, the dysfunction, the division and the failure of services.

All my life I've been surrounded by caring people – nearly all of them Tories - prepared to put their own time and effort into improving the chances of the poor. I have never heard any Tory suggest - even in jest - that we should 'punish' anyone for their circumstances, ill-luck or disadvantage.

Yet the myth persists. It is a lie and the people who say it should be ashamed of themselves.

*Note you can substitute 'poor' in this statement with any other group of your choice.

Policy-based evidence making (or How Government is killing science with help from academics)

If I hear the phrase “evidence-based policy making” drop from the lips of a Labour minister or one of their bureaucratic lickspittles I shall scream. Labour came to power puffing this idea – and then ignored any evidence that got in the way of its mission.

But it’s worse – Labour’s academic apologists use bad research to support the Government’s case on education, on crime and on terrorism. Instead of a proper scientific enquiry these “researchers” use qualitative methods – mostly gathering the opinions of a few experts and presenting that as research – to arrive at “evidence”.

I completed a Master of Science degree that – had I so chosen – could have been gained without any quantitative analysis. (I hasten to add that I chose to do proper research).

This is not evidence it is opinion

The social sciences are dominated by innumerate people who even dream up cod intellectual justifications of their make-believe approach to enquiry. Nothing wrong with opinion guys - but it is not evidence.

So I am grateful for the Heresiarch coining the term:

Policy-based evidence making

It sums up everything wrong with the way we conduct government, train our future governors and sideline scientific enquiry.
