From the comments here:
I have just sat through a council meeting where it has been seriously suggested that planning should stop fast food outlets within 400m of schools because it encourages obesity. It just encourages me that I am right to leave the council at the end of my term
Of course some other places have already passed such nonsense:
St Helens council has set a 400m fast food “exclusion zone” around schools and sixth-form colleges. The step was taken in a bid to reduce childhood obesity.
Personal responsiblity - no way, those kids are drawn to the chippie as if by magnetic force!

The 400m rule is Ed Balls's work. And it's law, apparently. It doesn't just apply to new businesses either, Waltham Forest closed one down a while ago.
And, it wasn't even within 400m of a school. No, it was a bit near to a park.
400m? School kids could easily run it in 10 seconds flat or walk it in a couple of minutes. Or is that the point, a bit of exercise to counter the fat and extra calories that they are eating? ;-) I doubt it though, more likely it'll be 400m then 500m then 1km then within 10km of a park or sports centre, etc.
